In a Dutch oven or large skillet, over medium high heat, cook ground beef, onions, and seasonings, until meat is no longer pink and onions are tender. Drain grease and return to pan.
Add tomato sauce, carrots, cabbage, Worcestershire sauce, brown sugar and rice. Stir.
Pour in beef broth and vegetable broth, stir.
Bring to a boil, reduce heat to medium/low and let simmer for 35-40 minutes, stirring frequently.
